Muscat Governorate faces the Gulf of Oman and holds the national capital. Wilayat Muscat is the historic quarter of palaces and the old town, while Wilayat Mutrah is the port, corniche, and souq.

Wilayat Bawshar and Wilayat As Seeb carry the modern city, including ministries, commercial districts, and the airport. Wilayat Al Amerat lies in a bowl in the hills behind the capital. Wilayat Qurayyat is the eastern fishing coast, separate from that cluster.

The published wilayats are Wilayat Al Amerat, Wilayat As Seeb, Wilayat Bawshar, Wilayat Muscat, Wilayat Muttrah and Wilayat Qurayyat.
